The Cavs, who finished the 2012-13 season with a 24-58 record, entered the lottery with the third-best chances of snagging the first selection at 15.6 percent. The Orlando Magic entered the lottery with the best chances of securing the top pick. They ended up with the second pick, likely giving them a shot at any player not named Nerlens Noel.
The Washington Wizards had just a 3.5 percent chance of drafting first, although they still managed to move up to the third spot. The rest of the lottery order held to form for the most part. The Charlotte Bobcats dropped from two to four, but there was very little unexpected movement besides that.
